Crystal Palace new boy Owen Garvan will miss out after he was called up to the Republic of Ireland's Under-21 squad that plays Estonia.
Neil Danns is suspended as he sits out the final match of a three-game ban, while defender David Wright is still injured.
Yeovil Town manager Terry Skiverton has a full-fit squad to choose from.
Roy Hodgson
"Owen can only play one more game before he is too old [for Ireland U21s] so you would have thought they would look at new players instead. There is nothing to play for in that game, they cannot qualify.
"We will take the game seriously tonight. There are only two cup competitions so it is important. We will try and do our best and we want to win every game."
Terry Skiverton
"It is a totally different proposition and I think it will be one of the toughest games we play this year.
"Watching the way they played on Saturday against Leicester City, it was a very good game, there were a lot of goals scored and George Burley likes to get it down and play good football.
"It will be a really tough test for us and a test of our young side because there are a lot of experienced players that play for them as well.
"I want to be tested like that. Last season we were beaten comprehensively by Norwich City. I want to see how we do against these Championship sides to see if we can do something this year within our own league. They have got some good experience and defensively we will have to stand up to the challenge."
