Essentially if you are of an 'urban' cultural grouping then society has effectively allowed you to run wild. Nobody in any kind of public authority position of power has any career interest in taking preventative measures.

An Urban type stabs another Urban type and giving the criminal nature of it, then it is 'safe' for anybody in a position of power is effectively protected from all sorts. Happily get involved in tracking down and arresting.

But to actually prevent it, involves making assumptions in advance. Profiling potential offenders. And that is all snakes in terms of the career 'game'.

With the only thing keeping the figures down are the miracles that the hospitals perform in keeping victims alive. If you could somehow equate medical procedures from 20 years ago to the number of knife crimes today, then the casualty rate would be even more horrific.
