Responsibility Deficit Disorder is a medical condition. Symptoms include inability to be corrected when wrong, false sense of superiority, desire to share personal info no else cares about, general hubris. It's a medical issue rather than pure arrogance. |

Biden often struggles to remember who he is, what his job is, where or how to walk, what he was saying, what's not appropriate behaviour around children etc. Expecting him to get Rishi's name correct early doors is a bit ambitious.
