[Link] Popcorn out for this one. Apparently it already has its own little 'warlord' in the form of a local Rapper, Raz Simone. Video of him beating people up, claims about protection money being demanded and according to the purists amongst the comrades, committed the unforgivable crime of renting out Air B&B properties. In order to make that work they’d need someone to arrest the bad men first.
I’m trying to avoid the word ironic so let’s say it’s odd that slavery isn’t specifically outlawed in American prisons which is why the situation continues.

And who decides who the ordinary people making decisions are?

I'm not against reform but the idea that areas will police themselves is fanciful. Sooner or later "community leaders" will emerge and they will have their own agenda just like any other politician.
