It's a massive hurdle overcome, nevertheless even if approved, the Mayor of London could still overturn the decision (unlikely) CPFC would then have a long process of satisfying all sorts of financial and legal obligations in the associated Section 106 Agreement before they can even commence works (not least sort out the families who will be displaced as a result of their homes being demolished) Then small matter of tendering for build itself. The timeline as suggested in the Standard a week ago was that work would commence 'at the end of next season' (ie May 2019) and the stand would open August (or more likely September) 2020 (with possibly a home match switched at the start of the 20/21 season. There would still be so much to be done and further obstacles to overcome, but this would be the biggest one, and getting approval tomorrow would be a massive cause for celebration. (At the same meeting is another (pre)application by CPFC for houses which would be the replacements for those which would be demolished. That will be an interesting discussion to watch also
