You can, already, if you meet the criteria, do a mutual swap - which could easily be a 'downsize' one

can only move by getting an exchange, but when you find an exchange, the council turn the people down that want to exchange they have made the rules very hard now for people to upsize as they say children can share a room, if its two boys they can share until they are 16 or if its a girl and boy they can share until the girl reaches 10 years old So you have people living in a three bed house only using one bedroom the other two are sitting there doing nothing, if the council nominated people to where they want to move to they would get the tree and four bed house back and a family could have a bigger house to move into I have lots of friend that live in three and four bed houses that they don't need, and they want to move but cant as its harder to downsize. and there are lots of people that are overcrowded that need them properties, so unless the councils and housing ass start to nominate people that want to move out of the area they are living in it going to get worse Edited by cpfccolin (24 Jan 2018 12.15pm)

Click this link to sign the petition: My petition: councils should allow you to be nominated to a different council for downsizing There are so many council tenants under occupying properties that bigger family's desperately need, all councils & housing association should be giving tenants a incentive to move out of these bigger properties, like allowing a tenant to be nominated to a borough of the tenants choice
