I've searched for the answer but it's not clear. I was wondering if clubs are allowed to submit bids for players , discuss contracts etc and sign them on the 1st of Jan. If that is the case then I hope that well see a couple come straight in.

Yes they are. And they can sign them “now” if they want to, but can’t field them until the window opens.
