If you counted fouls that weren't given and took away "fouls" that were given and shouldn't have been I'd have suspected the answer to this question would be "Zaha". It's perhaps not entirely surprising he should be up there as one of the most fouled players in that he probably holds/runs with the ball more than most other players thereby increasing the likelihood of him eventually being fouled.
