But on twitter, I saw an Arsenal fan claim that Palace fans made racist noises at one of their players.

Weird, as it's not 1970 and I don't think Palace fans would ever do that.

Has this bloke made it up?

(There's a lot of that going on now. 'Comedian' Russell Howard has based his entire career on tutting about implausibly neat sounding 'racist gets a come uppance' incidents he happened to have witnessed. If they are all true, he must be some sort of bigot magnet.)
