In that case, why have there been more deaths in the West Bank (where Hamas are not present) in the last two months than in any year since 2005?

Unfortunately most of the Gaza strip and West Bank have been razed or severely damaged. Infrastructure is devastated. The civilians being targeted are innocents, as were the Hamas victims. Pitiful to watch, as this can be stopped.
