The "rules" aren't a sentient being that will make their own adjustments. They need to be negotiated and agreed upon and formalised. This takes time and effort and some level of competence. All of which we're lacking ever more of by the day.

You clearly haven’t read or understood anything about this merger and have decided to make your own mind up, based on some Remainer circle jerk that this is the fault of Brexit. Read the FT article. There are three key points for you to understand: A. 2,000 jobs going from the group as an entity is sold; The unions are happy with the deal. Finally, you need to read about steel making and understand the reasons of why British steel manufacturing is uncompetitive. This is largely down to Tony Benn and nationalisation.
