As you know full well guns need licences whilst knives, meat cleavers and baseball bats don’t, so handling the two scenarios is very different. Just owning an unlicensed gun is illegal. So is carrying any offensive weapon but when your first priority is to maintain public order it might be considered operationally necessary to just get them off the street and back into places where they aren’t illegal, rather than raising the temperature by trying to remove them and arrest those in possession. Then when peace has been established video footage can be reviewed and appropriate action taken.

I don’t doubt that at all. I was addressing more recent times when European nations established their colonial empires and the impact it has had on the mindset of the local people.,
