The common factor here being that they're all Tory party donors. The corruption runs very deep and is now so blatant that they're not even trying to conceal it.

People furloughed at home on an extended holiday for starters, certainly not the small business men & women

I think the groups you mention are obviously guilty of taking advantage of the circumstances, but I just don't think they could orchestrate a scam that effective even if they wanted to.

If you control the purse strings of the governing party, you effectively control the government itself. While these people may not have actually orchestrated it, they've certainly been instrumental in prolonging it.
