They targeted white girls primarily who were in trouble and in care (i.e. girls that would have a history of trouble, with the police and social services - the kind of girls that are trouble for the police and social services (and thus the kind they tend to ignore). Organised crime gangs tend to have to fit into their own community, so whilst I don't doubt that they might have targeted Asian girls, its unlikely they would have targeted girls from within their own community or girls from stable white backgrounds where the police or parents might take an interest. Sick, as they might be, they follow many typical patterns of organised crime, being parasitic in nature.
