It's not clear from context and the dictionary is plainly not to be relied upon.

Amazing isn’t it? The usual cohort here being even more isolated in their attitudes over this than is usual, with the right wing press also heavily critical, still think they must double down an behaviour that is totally abhorrent and try to divert attention onto others to justify it. It’s noticeable that there are a few not taking part. It doesn’t require much thought to reach a conclusion on why.
