It was one of the things from his interview with Andrew Marr. 'Family reunification'. Several times it was mentioned with far stronger gusto than defending conventional EU related freedom of movement. I guess all those postal votes amassed in Mosques and filled in en masse will be a big help.

If you are not paying child support you would not want to register. Likewise if you are living with someone who is claiming benefits as a single parent etc. again you would not register. However from my experience as a Poll Clerk the most likely explanation is laziness / stupidity. Every election we would get a handful of people come in claiming they had registered who we couldn't find. Eventually they would admit it was several years ago or they had just moved to the area they just didn't get it's an annual thing. By the way even if you don't vote these is one very good reason why you should still be on the electoral role. It is a key element in compiling your credit score so if you wonder why your score is too low that maybe one of the answers.
