Either a better deal from the club for those who have been told to move, or still pushing for the full lower tier reset (which is a fairer option for the long standing ST holders). I know there is a certain perception of the HF on here, but I know them to be considerate and genuinely trying to do whats best for the club and not just themselves. They will want to minimise any ill feeling so that all Palace fans are with them. To suggest they will run down 20 rows to celebrate with the players and cause a crush is nonsense, a wind up. The back of the stand has better acoustics with the overhanging roof (similar to the AW) which will generate more noise. they will also be standing for 90 minutes (seperate debate, but it happens at all grounds, just accept it) and standing at the front will cause problems for those who would want to sit behind them. Standing at the front of block B has never been an issue as block B has always been a 'standing area' even before the HF were there.

On both occasions they were located at the rear of the lower tier yet were still very visible. Being at the back minimises the impact on fans in blocks either side & might actually avoid the entire LH having to stand up for extended periods.

Attendances were usually higher than 10,000 then, not sure why you think that they would drop that dramatically.
