We're getting into causality a bit here, and oversimplifying choice to the point of removing it from context.

How do I know their opportunities haven't disappeared, and at 15 when they start mugging with weapons and guns on bikes? Well because they live in London. There's loads of jobs around if you actually look, keep trying and conduct yourself in the presence of employers, which is something they may pick up at school.

It's happening because they're not being chased and stopped. This kind of crime isn't inevitable. They have a choice, the police need to be able to stop it. Not everyone can afford luxuries or live like a 30/40+ year old when they're a teenager.
