There have been almost no foreign tourists here in Cornwall this year. In normal years they dominate except in high summer. Presumably what they always do; all the things the locals don’t.

When one hears about the effect of the 'Tier' system on hospitality perhaps one thinks about Public Houses, however what are also aversely affected are grassroots clubs whose clubhouses cannot function as before on account of the fact that they don't serve substantial meals. I don’t know what a lot are doing but many are claiming to be visiting family. Foreign travel has not stopped at all during the pandemic ( although I believe it should have). At Gatwick they have been receiving foreign tourists everyday, although at present very very few. So yes there have been visitors arriving throughout

I have some sympathy for the government how do you set rules that cover the scenarios they are concerned about. We've all seen the pictures of many drunken people arm in arm staggering around the high street or hundreds at illegal raves or even wedding parties. It must be difficult to set rules that people can follow and inevitably the bloke quietly sitting in the pub socially distancing finds he can no longer do that. Alcohol is a contributor to people not socially distancing. My own preference would be for a curfew say 6pm after which pubs and restaurants would have to close. This would allow people to have a sensible eat and drink but not get blathered.

I have raised this issue on HOL and stated I could see NO logic at all to this regulation. On reflection, perhaps it is just a case of the Government limiting the number of Public Houses that can open as those which just serve alcohol cannot serve any tipples as they are not providers of meals.These are the same Public Houses that have spent hard-earned money, and effort, on making their premises Covid-secure and I feel desperately sorry for these businesses. To-date I have not seen any explanation by the Government for this regulation.
