After all, with the same service to provide and no extra staff who else will do it? When you mention local government you usually cite bin men. However they are generally private contractors these days. What they should cite is front line workers like adult social care and child protection who are not the type who down tools at 5pm.

There were some of that type early doors but they were hangers-on from a much earlier time and were soon persuaded to retire. Very little difference from the private sector where i also worked save less long hours - although I am told by those still there that this ethos has spread into the public sector but without matching rewards - and nicer management motivated by providing better service on a pittance rather than aggressive bullying styles I frequently encountered in the private world. I suspect your experience is either isolated or out of date.
