The above is also stated in the analysis shown below. Because they still need a place to live access to public transport health care and of course as they are students education. So unless they have zero impact on all public services they should be included.

One in and one out may not be the same as the one out maybe a qualified good wage earner and the one in an unskilled low wage earner. I have not seen any stats on who emigrates so it is a suspicion only.

Wow, we're all going to have better attitudes but a much worse standard of living. Can't wait! I'll just happily ignore the homelessness, rubbish, crime and abuse whilst I debate how every gender should be accepted, no matter how bizarre or marginal. When I get mugged or burgled, I'll just shrug my shoulders and say it's the mans fault for keeping people down. When I'm at the doctor for two days and no one, including the receptionist, speaks English, I'll just say it's lucky we're so diverse.

Even the Hong Kong Hospital Authority is having recruitment roadshows in the UK

They don't see the harsh reality. They close their eyes to it and dream of some completely unattainable utopia. The rather big clues coming from the entirety of human history doesn't seem to touch them. The folly and clear patterns of the past are lost to them.
