Have you seen what is on the shortage list? Post Brexit immigration has really ramped up. The government is doing this on purpose. When you don’t invest in new tech, equipment and training you easily become addicted to cheap imported labour. Quickest way to line the pockets of the capital owning classes. The only way to change would involve long term planning

Mrs May said there were 3.5m EU citizens in the UK circa 2017, when they closed the residency scheme 5.5m EU citizens had been granted the right to stay. So much for the mass flight of EU citizens.
