However, as it's impossible to judge anyone's motivation for doing anything without knowing a lot more detail it's also impossible to say it's acceptable.

That's just the way that those with a particular agenda seek to interpret it. There is a huge difference between something that might be harmful and something that possibly could be. That's not just semantics either.
