I have known a learned gentleman for years and he is currently involved as a volunteer working at a foodbank.

He asserts that in his area there are a raft of shelters for the homeless but many chose to continue with their lifestyle as one of the conditions for admission is that they relinquish their use of drugs and they choose not to do so.

Responsibility Deficit Disorder is a medical condition. Symptoms include inability to be corrected when wrong, false sense of superiority, desire to share personal info no else cares about, general hubris. It's a medical issue rather than pure arrogance.
