Not if she followed the rules and didn't break the law.
If the system is in place to do this then change it.
The problem is that farther down the line the changes WILL affect normal workers; which invariably will be met with condemnation even though the majority wanted it.
There are reasons this is allowed and I'm not learned enough to know why and how it works.

I'm certainly not saying that she's done anything illegal, rather that the behaviour of both her and her husband, especially in his position, is unethical.

The wider issue is that clicking our fingers and closing these types of loopholes isn't something that's easy for the man on the street to do, as they don't exist to benefit the man the street. Those in power use mechanisms of their own creation to shelter their wealth. We have no meaningful part or place in that conversation unfortunately (as we appear to have no power to stop any these abuses or those from corporations) and I very much doubt it will change.

I fail to see how someone who is supposedly worth 200M & is married to a Billionairess needs to pull a tax payers salary of 150K a year
