Actually she is the boss of that department so I wouldn't call that throwing your weight around more like I'm in charge do as I say. Anyway as you say let's see the detail which is bound to emerge from the Industrial Tribunal.

Using your power to demean or belittle is dreadful. And that is bullying. Constant bullying by the type of senior manages she is probably trying to remove. As I have said before majority of HO senior managers are not managers, they are bullies who are only interested in themselves. Add incompetence to this and although I cannot comment on her behaviour or can I defend her ( as do not know the details) but can understand her frustration at inheriting them
