He may not have 'intended' to kill, but he acted with a contempt for human life, with a complete disregard for human life. There's not a significant moral difference here.

You are looking at city attitudes only. Croydon is a bubble within another bubble. As in it is not like all (or any) of the other London boroughs, and London itself is not like the rest of the country. And all cities have their own separate problems unique to their residents. And separate areas require different attention. That is why Trump got voted in. The rest of the country was fed up with the cities getting all the attention. I doubt Starmer will get voted in for the same reason.

Clearly he didn't care as he knew there was no pulse for the last 3 minutes. I guess there is a history of the Police getting away with such things, at least in his geography.
