Some of what you say is correct. Stop and search has been put in a quotas mode so as not to offend black people. This is fact even though most stabbings are black on black !!!

Exactly word of mouth I know lots of people who don't bother to report crime as they know the police will do nothing. Then of course you have the Manchester Police way of recording crime which is to err not record crime.
