I don’t think he travelled 260 miles to take the child to a hospital. His wife accompanied the child to the hospital in an ambulance ( I believe) whilst they were there

They have a lot in common as the jobs have many similarities. You seem to think that just because your own experiences have left you with such a negative viewpoint that it's the only viewpoint and must therefore be correct. It isn't. It's just your own. The reporters are not responsible for writing the rules. They are required to follow them, just as we all are. Having been shown by someone who is part of the group who writes the rules that it's OK to ignore them those reporters are prime evidence of what setting a bad example can do.
