Of course, a PM needs advisers. They can be drawn from the civil service and relied upon to give impartial advice. Like Sir Humphrey you mean

Not something to be proud of but understandable. Not sure you sat in a group which advised the government on the rules though? You may have acted on instinct but that is no defence. I have an instinct that Mr Jones wants to do harm to my family. My instinct says I should kill him. I do so. My DomBo defence is that instinct nullifies the rules. Fair? I think not.

Cummings giving a press conference today, regardless of whatever story they try to sell, this is not a good look for the PM. When you have to wheel out an unelected member of staff on the tax payer payroll to bat for the PM you undermine Johnson's authority. Putting Cummings in the spotlight makes him fair game for continued scrutiny moving forward. People act like Cummings is some political genius but in reality their handling of this crisis has been poor and I think they have miscalculated public mood with this. Even if Cummings doesn't go in the coming week, this saga will do harm to this government in the long term. It will be very easy for the opposition to paint Johnson as a puppet. For the record I will be very surprised if this brings down Cummings, I think they will struggle on.

Very nice dear. Doesn't matter what the crime is, it is the principle of not using instinct as a defence for breaking any rule or law imposed by the Government.

We all know why these rules are in place and we follow them, but there are family circumstances that exist or might arise where you need to visit someone and there is no significantly increased risk to anyone else. That doesn't mean you can murder people or some such hyperbolic twaddle.

Sounds good in theory but in practice it wouldn't work for the same reasons socialism wont work. Humans are not an impartial species we naturally push or reach for agendas that suit us no human being will ever be impartial. Untrue. Individuals have partiality but as a group the civil service doesn't. If there was evidence that it did then the people to change that are our politicians and they haven't. If you disagree with their evaluation then change your politicians.
