It's difficult to know the best course of action. I don't think an instructor would stay in business long if all his clients kept failing. Not good for word of mouth.

Most people probably only ask the price per lesson, rather than the historical pass rate of their clients.

And you can have some clients that just can't drive, which isn't the instructor's fault. A mate of mine failed about 15 times, and I think there should be a finite number of chances to do so. (A lot less than 15 btw)

You're unlikely to ever get an answer so I guess you have to weigh up the two options based on the evidence you have.

Option 1) Your sample of three people you have spoken to have failed their tests because they are not ready to be on the road yet and would rather say they were cheated than admit they made a mistake (I certainly did when I was 17 and failed my first one)
Instructors are incentivised to say they have prepared the student perfectly and that it's the examiners fault that the student hasn't passed, rather than their own.

Option 2) There is a country wide government scam to fail people and put out false statistics on pass rates to con the population into paying more.

Option three is that both could be true to a greater of lesser degree.

I suppose that when one passes, you just move on and forget that you ever had to worry about it. Hence no one really considers the validity of the test or the integrity of the testers for more than a short time.

I guess it's true that some people will blindly get an instructor off the internet or phonebook. Some people are just not made for driving for sure but they must be in a tiny minority.

You do realise that I have had a licence for 36 years?

I'd be surprised if you are allowed out unsupervised, never mind drive a car.

That depends who you're asking! I'd revoke the license of every c*** who picks up their phone the very second the car stops moving, cos they're addicted to it. And I'd hang the gits who do it whilst driving.

That's about 50% of them already gone by my estimation.

I have a full clean licence for 46 years cars and other vehicles no penalties ever.

Also motor bikes I can quite legally bear down on people on a Vincent 1000cc bullet with impunity.

Will be cool if my sight fades I will be going out more not less.

In recent years I failed, then passed, both my Large Goods Vehicle Class 1 and Class 2 tests, and my 17 year old daughter recently passed her car driving test. Me at Abingdon; she at Oxford.

Between us we found all five tests to be fairly conducted and honestly evaluated. Sorry this isn’t sensational; but that’s how it is.

P.S. I’m also licenced for motor cycle and ‘bus’ i.e. I’m licenced for any vehicle you care to name. In case you are interested

I passed first time. That's not a boast, because I should not really have passed - not with only 12 hours driving experience.

And that is in itself an issue. Perhaps a minimum of, say, 72 hours logged experience before even applying for a test might reap rewards for everyone.
