They've identified two agents (Andrei Lugovoi and Dmitry Kovtun) and issued an international arrest warrant, but they can't charge them because Russia are refusing to hand them over

I don’t understand your point. You said nothing had happened about Litvinenko. I (along with others) told you it had. You wanted to check “the latest”. The latest what I don’t know but clearly the fact that we (the UK) have issued arrest warrants has been public knowledge for years.
