The problem is, due process in the US and UK doesn't work on the basis of 'likely', its about beyond reasonable doubt. Remember, not all of those released have gone on to commit terrorism. So do you believe a democratic nation should imprison its citizens, or others, without trial, and suspend all legal rights, on the basis of suspicion from the state. Worth noting here, the individual in question, was sent to Guantanmo bay, after being found in an Afghan prison, where he'd been imprisoned by the Taliban as a suspected British Spy. The US suspicion was that he'd travelled to Afghanistan to join the Taliban, and they'd turned on him, and that he'd been involved in attacks on the US (never specifying which attacks).
