Increase in turnover can't come from investment by owners, only from revenue streams like merchandising, season ticket sales, player sales etc. However, on the flip side, losses for non playing costs don't count towards FFP too, so you can spend money on the ground and training facilities and it doesn't count towards what's calculated against your FFP quota. *I think*

So irrespective of the permittable losses in the FFP rules,they may not still be able to invest.
