Do your own homework. Ok, I've done a bit of Googling and in 2010 he said there should be a referendum if the EU proposed to take any more major powers away from us. What he said was a bit unclear as he didn't define 'major powers' and he didn't say what would happened if such a referendum result said we should not give away said major powers. That is different from holding an in-out referendum that he is now promising.
