I would say it is a fact.

Depends how big the conspiracy is! They are, after all, masters of misdirection. It’s probably safer to assume that anything in the public domain isn’t the full or necessarily the true story.

It would be impossible, in my view, to keep any "conspiracy" on such a scale secret. No, what we have seen is all the major western intelligence agencies reaching the same overall conclusion. Of course not everything will be released. That's the nature of their business, but when they do release information of this kind, together and with such authority, we can trust it. Their whole future depends on that.
