It has nothing whatsoever to do with racism. It only has to do with seeking to ensure a workforce representative of your client base. Maybe the difference is too subtle for you, but it's the motivation behind the action which is the determinant.

I agree with you. The 20% “target” figure seems quite arbitrary when the BAME population of the country is around 3%.
