They don't really need greater powers, however other groups in the UK are reliant on information obtained by MI-5 and GCHQ. Information gathered by these agencies typically cannot be used in court, or provided to other organisations for wider use. The reality is that we already have an effective system, that works and functions very efficiently. The only reason to expand on that, is to make it easier for other state bodies to use that information in areas outside national security and counter-terrorism.

Not really, its very poorly written, and its capacity to back up its arguments and points, is next to non-existent. On the plus side, its a lot lighter to read than The German Ideology by Marx and Engels, but lacks the punchy style of the Communist Manifesto.
