Either he was not interested for whatever reason(bar almost dying), or the cobra team in place were all absolutely useless with no handle on the meeting and should all be pumped! Take your pick mate, but not the almost dying story!

The pm can delegate and a very high rank minister would be there in his place. Cobr meetings are i think generally discussions and information. Decisions arnt made there and then. Situations and responses are spoken about. Then they go away and look at the practicality of any decisions they feel they have to make. This would all be fed back to the main man. Delegating is an art form. If he trusts his delegate what is the problem? I'm sure if you had a business you wouldn't fail to delegate someone to go on your behalf to some meetings. You would then dot the I's and cross the T's. There is always another job for bosses.
