This was done on purpose. It was no accident. The Boers made the decision to continue fighting on after the policy of scorched earth was enacted.

In a relatively measured review, Wikipedia says: ''Lloyd George openly accused the government of "a policy of extermination" directed against the Boer population. The same month Liberal opposition party leader Campbell-Bannerman took up the assault and answered the rhetorical question "When is a war not a war?" with his own rhetorical answer "When it is carried on by methods of barbarism in South Africa" referring to those same camps and the policies that created them.'' Let’s get Hennessey’s view. His interest in history might have peaked at around that time.

Edited by Mapletree (20 Apr 2019 11.26am) The British used the scorched earth policy to bring the Boers to terms. You said that it was the purpose to kill women and children. That's not correct, it was carrot and stick and the Boer chose stick. Was it justifiable? No, not really, but it ultimately it won that war.....which was largely pointless to begin with. Again, what the opposition say in parliament is no more reality than what the government say. Because of the opposition's objections to those camps Kitchener closed them and higher numbers then starved. There is no such thing as agreeing to fight a war and not signing the death warrant of innocents. Indeed, if a country declares war on you....and you decide not to fight it and are invaded....you are then operating on their mercy.....In most cases still indirectly signing their death warrant.

He restored national pride, finances and improved infrastructure. Shame he was a power hungry little racist cretin.
