That's precisely what I'd expect. We have adopted the director of football model, so whilst Roy has the title of Manager, he's essentially what the continental clubs always called a first team coach. He picks the side and the tactics based on the group of players the club provide him with from one season to the next. He's said as much every time he's asked about transfers.

I find it odd that any manager would agree to this sort of situation. Any vision you have for building a team is destroyed before you are even started, unless of course you are entirely happy with the team you inherit.

I'm sure different clubs give their managers different levels of power and authority, but I doubt anyone gets to build their own team really. Dyche fell out with Burnley last summer when the club declined to renew deals for a few out of contract players he wanted to keep, or to replace them. He was quite public about it. Even pochettino at spurs made the point clearly. He got a new contract in which his job title was changed from coach to manager, then later asked the club to change it back as he was so frustrated at having so little power to make signings. There won't be another old school Clough, Shankley or even Coppell again. Team building is a club matter largely.
