How many would need to be in the loop? I suppose it depends on how much of the process was real. The Apollo crew orbit the Moon or where ever they go and the fake moon surface is seen by Mission control and the TV companies. The broadcast, by the way, was not sent directly but via a relay as well, so it was very degraded and delayed. You will remember how bad the Apollo 11 pictures were.
