That's a weak point - he was lying face down on the floor with an officer on top of him - the officers decision to punt him in the head had little to do with restraining him, given he was already restrained. More knot tying.

People like yourself are always heard moaning about the police at every given opportunity, and yet are never heard being outspoken about the rise in violent crime and the cause of that rise. The police have an ever more dangerous job under increasingly difficult and constraining circumstances.
