Some might see it as raising the standards for protection of the public.

Going by previous events, for example, he could have had an explosive device about his person, so totally disabling him (after tazering had still left him fighting the officer holding him down) could have stopped detonation.

That's a weak point - he was lying face down on the floor with an officer on top of him - the officers decision to punt him in the head had little to do with restraining him, given he was already restrained.

More knot tying.

People like yourself are always heard moaning about the police at every given opportunity, and yet are never heard being outspoken about the rise in violent crime and the cause of that rise.

The police have an ever more dangerous job under increasingly difficult and constraining circumstances.

If you could be in their shoes for a while, I wonder if you would be so precious about their occasional deviations from proper procedure.
Maybe we need a few more Gene Hunts and a few less knee taking rainbow flag waving Nellies.

I'm quite sure we would thoroughly disagree on the causes for the rise in crime.

The fact their job is dangerous and difficult does not justify punting people in the head.

I don't think it's really possible to condone what this looks like. However, there's a limited context here and being shown only one part is not necessarily helpful.
If the police are not clever enough to beat people up who deserve it off camera then I guess you get what you deserve.
He could claim mental health issues.
