I can't grasp the logic of paying someone's contract up ie paying them their wages for the remaining term of their contract, where the SIM is to reduce the salary bill. To pay up front is surely slightly more costly than paying it over time. This alone suggests that the report is a bit bonkers. Edit: how the 'F' did autocorrect change 'aim' to SIM??
