Like I said conflating appointment decisions, practical control and policy decisions is not appropriate. You said, "what we see as government policy is in reality civil service policy". With all due respect, you should split you points into seperate discussions.

Really? Some clerical officer with two weeks experience makes a mistake and Boris is to blame? They are Her Majesty’s Civil Service so why not blame the Queen? Or Denis Compton.

I dont agree it's a forgettable non event as personal details for such high profile people whatever you think about them, is a security risk.

I agree there will be some bigger howlers to come though. With the proposed changes to the structure of Government planned by Cummings, Brexit and the political power shift transition, it will create a toxic environemnt and the fallout will be highly amusing.

So you think a clerical officer is responsible for this? I dont think Johnson has got fingered for this...just yet. Anyway ultimately any leader has to take responsibility for its subordinates.

I think it’s highly unlikely that a Head of Department is responsible for emailing documents, so yes. I do.

Quite right and ultimate responsibility must rest with the Queen as head of the Government.

She should be checking up on what the civil servants are doing rather than swanning off for Christmas

Ibdudntvsay he is ACTUALLY to blame. I said he is constitutionally to blame under the convention of collective responsibility. A major civil service gaffe and the wholly blameless ministers head rolls.
