It depends on a lot of things. That figure City paid for Walker was for a player from Tottenham, considered at that time one of the top 3 right backs in the world. Selling from Palace is not the same as selling from Tottenham. Granted, inflation rises rapidly in football, but that also means that what will be 50 million in 3 years from now will be worth what 30 million is today.

And it also depends on how much longer that player is tied to the club. Don't remember exactly Walker's contract, but AWB has a contract till 2022, having signed 1 year ago for 4 years. The closer you get to that point, the lower the selling value will be.
