According to the rules of loans, I think we can still loan players out to non-Premiership sides, so Puncheon, Soare or squad players may still go. Apologies if I've misunderstood the rule!

You haven't. Football League clubs can take loans to the end of the month and most European transfer windows are still open for loans and purchases.
