Because, from August 1994, under the Football Spectators Act 1989 (as amended), clubs in the English Premier League and Championship have been required to provide all-seated accommodation. The 1989 Act applies to England and Wales.

In November 2016, the Government said that all-seater stadiums remained the best means of ensuring the safety and security of fans. In February 2017, the Government said it was “unconvinced” by the case for safe standing:

That’s legislation, not a risk assessment. A correctly conducted risk assessment is going to show no significant increase in risk from safe standing.
The Taylor Report, which informed the Spectators act, has been shown to be based upon a bunch of lies, if the Premier League and Championship got their acts together they could easily demonstrate the case for, at minimum, a trial of safe seating.

Your post said it wouldn’t get planning approval because it would fail risk assessment. I challenged that conjecture.
You did not mention legislation, which is a totally separate matter and yes it would prevent approval.
