What would you replace it with? For a block of apartments for example?

You can make them condominiums, where every unit owner has an ownership share in the whole building, and the unit owners collectively own the freehold.

Yes, people have a lot in common and should work together on housing and so on. The us vs them aspect of politics and the culture in general has gone into overdrive and is pure self indulgence.
