It's been considered poor nettiquette since about 1993 in my experience. It certainly is explicitly verboten on the equivalent forum on th BBS, but here I would regard it as covered by rule 14, i.e. in the same category as shouting. Rule 14 basically covers any activity which makes the forum hard to use or read. As for referring to calling it out as "bullying" - don't be ridiculous. Some modern web forum software has interface design that makes it easy to resurrect zombie threads by mistake but this isn't one such. And he's done it 18 times in one sitting.

I, & many others want to engage in transfer debate that stretches beyond one dictated exclusively by yourself, but it frankly becomes impossible when you bump a large number of threads to the top of the forum and consequently new suggestions & rumours are submerged to the bottom of transfer talk. I have no problem with you, personally. I don’t dislike you. I’m not intending to offend you. I admire your passion for the game and actually I agree with a lot of suggestions you make in terms of transfers and also transfer strategy. What I do have a problem with is when you, intentionally or unintentionally, appear to condescend other people’s point of view. And resurrecting a number of old threads in quick succession, in my opinion, is doing exactly that. It comes accross as a way of self-moderating the forums, by dampening debate happening in any new player topics, simply because you are not personally interested in them. Just felt it would be good to point out why it may be seen by others as improper “netiquette” as chateau put it & the reason I felt it could undermine other members newer suggestions when they are essentially demoted to a place where usually inactive threads would be.
